Constitution
Our Constitution explains how the Lancashire Combined County Authority works, how decisions are made, and the procedures we follow to make sure our work is efficient and effective, and is both transparent and accountable to local people.
Assurance Framework
The Assurance Framework describes the checks and balances that are in place to ensure the Combined County Authority uses public money responsibly, openly and transparently, to achieve best value for money for the area.
Publication scheme
In accordance with the Freedom of information Act (2000), we commit to:
- proactively publish information to promote transparency and accountability
- reduce the burden of individual FOI requests by making commonly requested data readily available
- demonstrate openness in decision-making, spending and service delivery.
This approach helps us to build public trust, ensures compliance with the law, and supports good governance.

Information governance policy framework
Information security incident management policy
The Information Security Incident Management Policy is part of the Authority's wider Information Governance Policy Framework. It relates to all electronic and paper based information processed on behalf of the authority.
Data protection policy
The Data Protection Policy has been written to inform you about how the Lancashire Combined County Authority will ensure compliance with its' obligations under data protection law in the processing of personal data and special category personal data relating to our citizens, customers, suppliers and other individuals for a range of purposes.
Freedom of information policy
This policy forms part of Lancashire Combined County Authority's (LCCA) wider Information Governance Policy Framework, that supports delivery of the Combined Authority functions, in accordance with the UK General Data Protection Regulation (UK GDPR) and the Data Protection Act 2018 (DPA).

The Privacy Policy has been written to inform you about how the Lancashire Combined County Authority processes your personal data.

The Employment and Recruitment Privacy Policy provides additional privacy information for Employment and Recruitment for the Lancashire Combined County Authority.

Anti-money laundering policy
This policy explains what money laundering is and outlines the Lancashire Combined County Authority's (LCCA) commitment to comply with the Money Laundering and Terrorist Financing Regulations 2019. It sets out the procedures and governance frameworks that must be followed (for example the reporting of any suspicions of money laundering activity) to enable the LCCA to comply with its legal obligation to prevent and detect money laundering.
