Independent Chair of the Overview and Scrutiny Committee

Lancashire Combined County Authority is looking for a committed, independently minded, and knowledgeable person to fulfil the role of Independent Chair of the Overview and Scrutiny Committee.

This is a fixed term position – 2 years initially and then reviewed on an annual basis. The Chair will be expected to attend a minimum of 4 in person meetings per year.

The post holder will receive £2,000 per annum to undertake the role. In addition, the Chair may claim any travelling and subsistence expenses incurred in the course of their duties.

There is more information about the role in the Job Description. It is important that applicants have knowledge and experience of corporate governance and the work of local authorities and ideally an understanding of Combined Authorities. 

Applicants should consider the eligibility criteria and confirm in their application that they are a qualified independent person. An independent person is qualified if the person:

  • is not a member or substitute member, or officer, of the combined authority, or, as the case may be, combined county authority
  • is not a member, co-opted member, or officer of a principal council or parish council, whose area is within the area of the combined authority, or, as the case may be, the combined county authority
  • is not a relative, or close friend, of a person within sub-paragraph (a) or (b); and
  • was not—
    • a member or substitute member, or officer, of the authority, or
    • a member, co-opted member, or officer of a principal council or parish council, whose area is within the area of the authority, at any time during the five years ending with the date of appointment to the role of independent chair

Any person who is recommended for appointment will be required to confirm that they are qualified.
